 The governor of an island is the individual who controls the ability to create buildings on an island and receives the deeds of all government infrastructure buildings present upon appointment. That includes the fort / palace, bazaars, estate agent, bank, and commodities market. The governor has the ablity to give the deeds to other players. If the governor gives the palace or fort deed to another player, then that player also gets the sole ability to adjust the taxes for the island.

When the governorship changes, the deeds of all government infrastructure buildings are transferred to the new governor regardless of who was holding them.

When an island is captured in a blockade, the governorship is automatically assigned to the monarch of the flag that won. At any point afterwards, the controlling flag can appoint any player (in the governing flag or elsewhere) as governor of the island.
