[edit] For shoppes without puzzles, the quality is random.

I'm not 100% certain that it is random. I recall reading some posts in the fourms a bit ago about the number of workers and the quality of labor. It appears that the sequence of labor went: b s b e b s b e ... Thus with only one laborer you would only get basic. If you had two people working the shop one would do basic the other could do skilled. It took four people working the same hour to get expert labor.
